Documenters report: Officials shrink Blue Line budget gap from $279 million to $89 million

MinnPost’s Twin Cities Documenters program trains and pays community members to take notes at local government meetings. Below are Documenter Glen Johnson’s summary and observations from the July 23 Blue Line Extension Project Decision Board meeting. 📝 About this meeting:
The Blue Line Extension Project Decision Board is made up of three Hennepin County Board commissioners (Chair Irene Fernando; commissioners Jeff Lunde, Marion Greene) and two Metropolitan Council members (Chair Robin Hutcheson and Council member Reva Chamblis). It oversees major budget adjustments.

• The board approved about $190 million in reductions to the Blue Line Extension budget, reducing the $279 million funding gap to $89 million. This brought the project budget down to just under $3.4 billion. 
  • About $35 million came from removing a pedestrian bridge at the 63rd Avenue station ($19.1 million) and modifying the Oak Grove Park and Ride station by reducing the number of parking spaces from 250 to 100 and adding a small building for operators ($15.5 million).
  • About $155 million came from removing finance charges ($75 million), as the project funding has shifted to more local sources which do not require borrowing, and reducing budget cost estimates as the project moved towards final design ($80 million).

• The board discussed overall financing of the project and the remaining funding gap that must be addressed in order for the Met Council to submit the budget for final approval by the Federal Transportation Authority in August. 
  • Staff explained each of the action items as well as the contingency (funds set aside to cover unexpected costs or scope changes), which is set to 32% of the project budget. Earlier discussions to ask for a lower contingency are no longer being pursued as they were unlikely to receive federal approval, but staff noted if the lowest possible contingency of 26% were to be approved the funding gap would have been fully addressed.
  • Hennepin County Board Chair Irene Fernando noted the county’s funding contribution is now $2.2 billion and called it “misaligned” that the Project Decision Board is meeting without a prior Corridor Management Committee (CMC) meeting to advise on any of these large changes first.
  • The three Hennepin County commissioners on the Project Decision Board all noted the funding gap can be addressed and asked for further study of other funding sources, including the Met Council’s regional sales and use tax funds. Met Council Chair Robin Hutcheson did not address that funding source directly, but did direct staff to explore the contingency fund and potential funds carried over from the finished Green Line Extension project for discussion at the next PDB meeting. 

Observations and follow up questions: 

Accessibility: Did you face any challenges that made it harder to document the meeting or that may have made it difficult for others to attend?

• The meeting room is part of an office, and there’s no signage to direct members of the public to the room. Staff at the front desk provided information and directed me to the correct room.

Scene: About how many members of the public attended the meeting? If watching virtually, what was the livestream count (if applicable)? Was anyone protesting outside? 

• Audience mainly seemed to be county and Met Council staff. No obvious members of the public present.

Notable: Do you have any follow up questions or other observations to share?

• Meeting minutes from the February meeting were sent over for review on July 16th. Long delay for confirming.
• The Corridor Management Committee last met in November 2025.

When is the next meeting for this board/committee? Any upcoming public hearings? Online surveys?  

• The Project Decision Board next meets on Aug. 19.
• A Corridor Management Committee meeting was mentioned as possibly being scheduled next week, but not confirmed at this meeting.
