Documenters report: From election security to crime rates to pavement conditions, report offers broad assessment of Hennepin County services

MinnPost’s Twin Cities Documenters program trains and pays community members to take notes at local government meetings. Below are Documenter Missy W.’s summary and observations from the June 11 meeting of the Hennepin County Board. Summary: 

• The board approved a resolution to identify and hire a consultant to bring in candidates for the Hennepin Healthcare System board. 

• The board approved submission of the 2026 Performance Measurement Report to the Minnesota Office of the State Auditor.
  • The report outlines data collected related to public safety, public works, public health, taxation, elections, veteran services and other domains.
  • Staff members presenting the data noted optimism for the county’s performance overall. Specific areas of interest included:
    •  A 100% accuracy rate in post-election audits
    • Improved recidivism rates
  • Chair Irene Fernando had concerns about what the data actually does for public safety, including in relation to public demand and tax burdens. She would like to know where there are successes and how those successes can be shared across the county.
  • Commissioner Heather Edelson encouraged making election audit data public to promote voter trust.

Observations and follow up questions: 

Accessibility: Did you face any challenges that made it harder to document the meeting or that may have made it difficult for others to attend?

• The Hennepin County Government Center can feel intimidating to access, as visitors must pass through a security checkpoint first, and it is easy to end up in the wrong tower of the building. 

Scene: About how many members of the public attended the meeting? If watching virtually, what was the livestream count (if applicable)? Was anyone protesting outside? 

• No members of the public attended; county representatives were in attendance to be recognized for earning the 2026 Governor’s Workplace Safety Award.
• As of June 12th, the meeting recording had been viewed 147 times.

Notable: Do you have any follow up questions or other observations to share?

• The surveys and data presented on the 2026 Performance Measurement Report are especially interesting, informative and relevant to current events.
  • Minnesotans may be curious to know how many hours it takes to plow following a snow event or the average number of library visits per resident.
  • Since 2010, seven election audits have been conducted and all seven audits showed 100% accuracy.
• Through the consent agenda (which means they held no discussion), the board voted to update its agreement with the Met Council and the county’s Regional Railroad Authority for the Blue Line Extension Project to reflect previously approved funding and extending the term of the funding through 2027. A few days after this board meeting, the Met Council published  a report showing the project’s cost estimate has increased from $3.2 billion to nearly $3.6 billion, which is more than double the original estimate when discussions began over a decade ago. In response, some public officials are pushing for the project to be abandoned or changed to a rapid bus transit project. At the meeting, commissioners affirmed their support for the project: 
  • Chair Fernando expressed special enthusiasm for the project’s goal of connecting residents to transportation services, especially considering that 50% of residents along the corridor do not have access to cars. 
  • Commissioner Marion Greene echoed this sentiment, and pointed to the ways in which the project supports environmental sustainability. She looks forward to the extension being part of an integrated transportation system instead of isolated transit lines.
